as far as i understand your request, this is shard-dependent setting.
if you CAN step on sapling but immediately grabbed back, this mean server disallow passing saplings at any circumstances.

if you can not step on sapling at all (client-side check), it may be passable under some circumstances, if you do verdata patch, to sign saplings as "passable"
