 Post subject: Blockable Terrain or not

How to see if the terrain near my char is blockable or not?
for example
check if x: -1 y: -1 is an mine floor
it can be a mountain terrain, or a grass floor

to make it simple just using Terrain, and not statics or dynamic items...
